Elly Touwen-Bouwsma (1948) is historical anthropologist. In 1988 she completed her dissertation Staat, Islam en lokale leiders in West Madura, Indonesië (Islam and local leaders in West Madura, Indonesia). Between 1989 and 2013, she worked for the NIOD, first as Head of the Dutch East Indies division and from 1996 as director of Collections and Services.
She has published several articles on the Japanese occupation policy and its impact on minority groups. In 2010 she published her study Op zoek naar Grenzen over de toepassing en de uitvoering van de wetten voor oorlogsslachtoffers (Seeking Limits on the application and implementation of laws for war victims).
